No regular hostile mobs will spawn in the overworld

I'm having a really strange issue in my world. No regular hostile mobs ever spawn in the overworld. The nether and end seem ok. The hostile bird things that spawn when you dont sleep still apear but thats about it in the overworld.

I first created this world in an early 1.13 snapshot and just recently upgraded to the newest snapshots. It seems like not alot of people are having this issue right now so I hope somebody knows how to help.
