[MC-144489] Status effect icons use new textures when Programmer Art is active

When I used the Programmer Art resource pack in the new snapshot, giving myself effects shows the new icons instead of the old textures.

Apparently, this has been fixed at some point in the 1.14 development phase. Resolved as cannot reproduce, as actual fix version is unknown.
