[MC-144569] leads break when towing a Horse, donkey, and mule with a boat

its bad enough that i cant put Horses, donkeys, and mules in boats, but i cant tow it with a lead. really? At this point, i dont care if this is a duplicate. At some point the Horse, donkey, or mule freezes up and the lead breaks.
