The screenshots below are the proof that the hostile mobs won't spawn at all in these biomes, unless you relog into the world.
Environment
Been playing in my survival world lately and been exploring biomes such as Desert Savanna. The weird thing is that the hostile mobs won't spawn at all in these 2 biomes (and I am on Normal Difficulty with proof). But when I leave the world and go back to it, they will then eventually spawn. (Got no proof, but it weirdly happens!)
