You cant place carpets when you should.
Its not a feature, so its a bug.

Not a bug. Two blocks cannot occupy the same space.

Its not a feature, so its a bug.

Wrong. Blocks have worked this way ever since Minecraft has existed (with exceptions to waterlogged blocks), and the same could be said about vertical slabs, which are intentionally not in Minecraft.
