[MC-145573] Caves create empty blocks instead of air

Caves and mineshafts create empty blocks instead of air, making it impossible to mark using commands (Shown on screens below)

Windows 10 64-bit

32GB RAM, 20GB allocated to minecraft

Intel Core i7-6700 4.00GHz

To be more precise: they create a different type of air than normal (minecraft:cave_air), not "empty blocks".
