Villager Breeding

Since the new release, I can no longer breed and repopulate the villages that were ravaged by the Illagers and Pillagers. Normally, when the villagers have a surplus of food and are ready to mate, they will find another villager with the same situation and breed. However, since this snapshot, they now breed as groups, rather than pairs, and no offspring will spawn when they are finished breeding. So far, the largest group I've seen is around six villagers. I waited approximately 30 seconds, but no offspring spawned after the sea of hearts dissipated. I'm wondering what's causing this, and for villagers to survive this update, this needs to be fixed.
