Creating grass patches with bonemeal turns out in a mess.

I'm doing a lot of landscaping, also using bonemeal to plant grass. Since 1.13 each grass patch is about 40% flowers, 35% double tall and 25% normal 1 tall grass.

Before 1.13, you had 80% grass 20% flowers, and double tall grass only appeared when using bone meal on already existing 1 tall grass.

It's definitely not a game breaking issue, but clearly a change in the algorithm but very annoying for those who like to landscape.
