No Baby Villagers are spawning in an Artificial Village

I have been redoing my artificial village due to the new update, now no baby villagers are spawning. They have been showing their heart symbols but no baby villagers. I have created workstations and beds for each villager. Before the snapshots, everything is working but no longer.
I have searched for new solutions, but have not found any. I have done everything the Minecraft Wiki says a village needs in the new snapshots.
I know that I have an artifice villager because iron golems spawn. I think this is closer to a bug not that I'm missing something.

Unrelated but when holding a block when ringing a bell, the block will disappear from the inventory
