Cannot reproduce. Using 19w11b on Windows 10 LTSC 2019, Oracle JDK 1.8.0_202, Nvidia GTX 1050 Ti with driver version 417.35.

I have encountered this too (after teleportation). It is not specific to >24,000,000; it can happen at any coordinates distant from ~ ~ ~.

I cannot reproduce all different issues described in this ticket. Please provide seed and coordinates of a world in which it's possible to reproduce the lighting and the world generation issues.
For me, this also happens, though there are visible farlands present until a certain point where all geometry just disappears, along with lighting.
