If you spawn a two villagers and give 12 carrots or potatoes to each one of them they will approach to each other and show hearts without producing any baby villager

This seems to be true, I've locked two villagers in a 'village' that consists of workstations, beds and the town center along with a stack of potatoes. They do not seem to actually give birth.
