When using locate commands they teleport you in the ground, away from the desired location or a few blocks in the air

Used a /locate village command and ended up like 20 blocks underground & began suffocating.

I decided to ignore it and use the commands over again and the outcomes varied each time, for example, I would end up a few blocks in the air and take fall damage or I would spawn nowhere near a village/structure.
