Sound effects are missing on certain occasions when it's raining.
Breaking or placing blocks
Picking up items
Dispenser sounds
etc.
This doesn't seem to happen any other time other than when rain is present.

Duplicate of MC-1538. This is caused by the overlapping sounds.
