Due to the cat's head hit-box and the level it swims at, my pet cats keep on drowning in water!! You can either raise the level the cat swims at, or raise the hit-box on its head where it is recognized as "underwater"

Cats are really not suppose to swim, so they will drown.
However, if you have a trusted Ocelot in the water, they won't drown.
