Can't give lore to items

If you type this command /give @p diamond_axe{display:{Lore:["text"]}} or anything like this the item will never have lore on it. If you also create a loot table for a mob to drop an item with lore the item will never have lore on it. This command and my loot table both work in 1.13 but testing it in the 1.14 snapshot items do not get lore.
