The bug
With the new illager raid upgrades, evokers seem to have gotten faster. They were already faster than other illagers, but now they're so fast I can barely hit them, even in creative mode.

Find/create a village
Start a raid (preferably in hard difficulty)

Evokers move quickly by default. I'm marking as Cannot Reproduce until I see video evidence of an Evoker moving quicker than they did in previous versions.
While it seems to be true that they moved at the same speed in 1.13.2, they didn't move nearly as much as they do in 1.14. They usually just stood around, wandered sometimes, and cast a spell on players that are nearby. With 1.14, they target a village center and run towards it. They're extremely hard to hit with them running that fast. So: They might not move quicker, but they move at all.
That being said, this is a gameplay decision as well. With evokers being the fastest mob in the raid by far, they always reach the village first, so they give the player an opportunity to beat the evoker without the other illagers interfering.
Can replicate. Unless the Evoker is casting a spell, they move crazy fast. Observe when they are approaching the village. They are always in the lead, and when not attacking, they are extremely hard to hit. It may be a feature for them to be so fast, but they're irritating to attack nonetheless.
This is happening again in 1.16.3. I literally cannot catch them except when casting.
I am running an r5-3600 with EVGA Gerofrce RTX 2070 Super.
I have other raid bugs as well. I will search for the corresponding tickets. I think raids are broken.
I've tested in 1.12 vs the latest snapshot, and I don't see any difference. Evokers stop to cast a spell, then very quickly run away. Nothing has changed in that regard as far as I can tell.
