Bright spots underwater - ocean lighting errors

The bug

There are bright areas underwater, as if caused by sea pickles or ruins, but it's a cold ocean and there's no light source whatsoever. Similarly there seem to be dark spots.

How to reproduce

Create a world with seed 77 (this probably doesn't matter, but there's an ocean here), and move outside the spawn area.

I have also seen this. I believe it is due to Diorite having a light level that is fairly high.

Confirmed as a bug in 19w14b. When the blocks are updated sufficiently, the light level drops back down.

It looks like bad rendered sea pickles because when I break the right sea grass it goes dark again

 

it shouldn't be sea pickles, because they don't spawn in cold ocean, but i have a similar experience with breaking blocks.

I discovered the glitch goes away when you go to Optimize World and check Clear Cache Data before running the optimize. This might help debugging

All of which makes me think this is not resolved. Sea Grass should not emit light

Having this issue still in 1.14 Pre1. Playing on a server. I am having this issue and others aren't, but it's spawning monsters. Both crafted and natural light sources. Tried to fix by updating blocks but it happens again as I sign in and out.
