The bug
Pillagers will never spawn in pillager outposts in any superflat world.
Illager patrols not spawning in superflat is MC-139817.
Steps to reproduce
Create a new superflat world with the preset "Overworld"
Locate and teleport to a pillager outpost
/locate Pillager_Outpost→ Notice there are no pillagers
