Pillager outposts generate in the ground in superflat

Pillager outposts generate one block too deep in the ground when generated in superflat.

To reproduce, choose a superflat preset that could spawn pillager outposts, then /locate the outpost and teleport to it. The first floor of the outpost will be in the ground.

Fixed in 1.14 Pre-Release 2 due to the fix of MC-145738.

Yep, I checked out a pillager outpost in Pre-Release 2 and it spawned properly, so this is fixed.
