[MC-147374] Players can't sneak while flying anymore

Players are unable to sneak while flying, which makes it impossible to place blocks where we normally would interact with another thing.

I know what you mean, I keep opening the interface of command blocks when I want to put some kind of redstone component (e.g. lever, redstone dust) on it while I'm flying. Mojang, please fix this.
