This is both inconsistent with the adult model and illogical, as the snout should clearly be ignored in this case.

Spears require a minimum speed (that varies per material) to dismount mobs. While the current conditions are a little less flexible than they should be (MCPE-235090), the mechanic is working.
This is a feature request. The sun rays have different settings across different fogs, they're only visible in certain biomes such as the dark oak forest and the jungle.
