Bottom slabs that are underwater and water logged have the wrong hit box and allow the player to interact with blocks below the half slab, but only at certain angles.
If you place a bottom half slab underwater adjacent to other half slabs, you can interact, break and place blocks below the half slab f you are standing at certain angles. This doesn't happen on dry land.
