Shift clicking doesn't work while flying

What I expected to happen was...:

My player should crouch and be able to place blocks next to a block that the player can interact with without accessing that block.

What actually happened was...:

Crouch/Shift animation is not shown and cannot place blocks next to an accessible block (etc. chest, hopper, crafting table) when shift clicking on them, while flying

Steps to Reproduce:
1. Be in creative mode
2. Fly
3. Try to place block directly onto chest
