@neko it was over 600 blocks from the nearest village, not near an outpost, and to the best of my knowledge pillagers only spawn near those two places

Sounds like a patrol then. See illager patrols.

This should be resolved to MC-141607 since they both assert the myth that pillager patrol spawning is determined by villages.

No problem. If I see a "bug" report that states that pillager patrols spawn incorrectly based on the location of villages, I will be more specific about why the report should be linked that way instead of just saying "Duplicate of MC-141607" to avoid confusion.
