[MC-147913] Shearing Sheep doesn't use Shears Durability

While holding Shears in hand, right click a Sheep. The sheep is sheared and drops wool, changing to it's fleeceless model/texture. The Shears will not have taken any item damage from use. Shears take item damage as normal for breaking foliage.

Doesn't apply to snow golems, shears still work like they're meant to in dispensers in Pre-Release 2

Also, you can't shear the pumpkin off of a snow golem via dispenser, I don't know if that counts as a bug or not.
