[MC-148169] Arrows bounce off ignited TNT and falling blocks

The bug

If a TNT is lit (I've been using a flame bow to light them) and I shoot more arrows at it the arrows will bounce back. Same thing with falling blocks.

Arrows bounce off entities that are immune to damage like minecarts and mobs immune to damage.
