Villagers stuck on flower_pot with a cactus

Description:

Sometimes villagers try to climb a flower pot when they can not because there is only 1 free block above the pot, but they do not give up so they get stuck and it looks like they tremble, they do not try to go in another direction, even if It is night and they are at the meeting point of the bell. (Because sometimes a pot appears there).
I saw this while playing in the world with the seed -5925940876899696772 in the village that is in 261, 68, 53

In the screenshots that I provide you do not notice the tremor, but the villagers are shaking rapidly from top to bottom.

I created this world in 1.14 Pre-release 1 and then update the same world to 1.14 Pre-release 2, but there is the same problem at Pre-release 2
