scrolling is glitched in resourse pack page

Please check if that's still an issue for you in the latest 1.14.4 stable release or the latest 1.15 development snapshot.

it appears to still be the case in 19w46a

also, you don't need to be starting in one column, even scrolling the background then moving your cursor into a random column causes this. May need to crank up your track speed settings to cause this

When I use a trackpad to scroll in 1.16.4, the scrolling stops right away when I move my cursor. Am I not doing it correctly? Is this still an issue?
