Wandering trader becomes stuck in water

I have seen this with the wandering trader, but the same thing is happening with sheep and cows. I have seen other tickets about mobs unable to walk in waterlogged blocks, but from what I can tell they are unable to get out of normal source blocks either. Attaching screen shots.

Bug solved in 1.14 pre-5 because cannot reproduce

I've seen three traders spawn in water with their Llama's after a night of AFK-ing in 1.14.4
