Yes. This also happens to mobs that can swim. It kind of looks like they will drown, but they won't because of their eye position are about 2 pixels above the water.

When Pillagers are in water and when they have a target, they do not move anymore.
This can break raids and make them not very fun.
How to reproduce
Start a raid
Push Pillagers into a pool of water and watch what happens
Or else: you can just spawn a Pillager with an egg directly in water and see what happens

I've been investigating some other issue with illager patrols not spawning in some cases and then these appeared. This is one of the silliest AIs I've ever seen:

I speeded up the video in some places. Originally it took them around 6 minutes to finally do something and die.
I decided to add this to this post as I am pretty sure creating another one would be considered as a duplicate of this one. The AI seems to be bad in general.

Confirmed for 1.14.3. The pillagers get confused by landforms and don't try to get out of the water when pathfinding in raids (they prioritize pathfinding in water over land even in non waterlogged blocks).

It's also worth noting that Patrols do not move at all unless the player is within range and/or hits the pillager patrol with a bow or trident. It might deserve its own bug report but is related to this bug.
