[MC-14863] Unable to name a mob "Name Tag"

Name tags need to be renamed first in order to make then usable. Since you can't rename an item to a name it already has, it is impossible to give a mob the name "Name Tag" by using the name tag item.

Does renaming the item to something else, and then renaming it "Name Tag" again work? The item will store its anvil uses, so the game should use this to determine that it's been renamed at least once.

I put a name tag on my dog and then I was mining, but when I came back from mining the dog disappeared. Can you please fix that?
