In creative, the dolphins don't swim with me and I don't receive the effect "grace of the dolphin"

Confirmed for creative in 1.14.1.
Also you can no longer get Dolphin's Grace in survival if the dolphin cannot path to you. This wasn't mentioned in any patch notes so I assume it is a bug.

Also, this may be off topic, but I'm not sure where to ask this: is there anywhere I can report an issue with the bug tracker? I spent half an hour yesterday, searching for this issue but couldn't find anything related, so I figured I could write an issue and it wouldn't be considered a "duplicate". And then I got an email saying I did make a duplicate. Anyway, can I report something like this anywhere? Again, sorry this is off topic but I don't know of any other place to ask.
Confirmed for all versions of 1.15. And, based on the 20w06a patch notes, confirmed for that as well.

I'm unsure how or why this would be so hard to fix. I'm sure it's not as simple as "re-add the function into the game" but this has been going on for a while.
Oh, I see nobody's been assigned. This really needs to be sought after and fixed.
I am unable to reproduce this issue in 1.17.1, despite this report having this marked as an affected version. Dolphins gave me the "Dolphin's Grace" grace and followed me whilst swimming in creative mode. I've provided some attachments to support this statement.
