steps to recreate:
1) /gamemode spectator
2) left click a player
3) while the player is riding the boat, at some point the chunks will stop loading and you will be floating in "air".
chunks immediately reappear when you stop spectating the player.

Note:
An update to description: the spectate target doesn't need to be a player, and doesn't need to be riding in a boat. It can be any target, and as soon as it goings into unloaded chunks the bug will occur.
I really hope this gets fixed.

Happens to me as well but even when the player isn't on a boat.
The person I was spectating was flying in creative mode.
Still an issue in 1.18.1 and 1.18.2 Pre-release 1 :c
It's very annoying when spectating a player who flying using elytra..
Pressing F3+A every ~5 seconds solves this issue temporary, so it's a client-side only problem
Confirmed. Fixes itself when you unlock yourself from spectating
