Bell doesn't appear in village on Peaceful

Cannot Reproduce

On my Peaceful Survival World, There is no Bell Block in the Village. Since it is not a craftable block, I cannot craft it and there is no Bell Block in the village. This seems like a bug, as I believe all villages should have a bell, regardless of difficulty.

Cannot reproduce. They still generate, even on peaceful.
