Lighting breaks directly above blocks if there are blocks next to it

I made a staircase down into a mineshaft and I noticed the bottom blocks in the staircase are randomly darker even if I place a torch in the dark areas, and I know this isn't an Optifine problem because Optifine hasn't been released for 1.14.
