Nether resets when entering Nether

Upon entering the nether, the nether has been reset to what it originally looked as if you were entering for the first time. This happens both on single player and multiplayer. Even loading a backup of the nether onto a server does not work, it still resets.

Before you updated to 1.14, what kind of server did you use?

I was using a server running Minecraft 1.13.2 prior to updating

I am also having the same problem with my server. it was originally a vanilla 1.13.2 server. once I updated to 1.14 both the end and the nether completely regenerated. 

Do you have a backup of the world from 1.13.2? If so, please attach (or provide a download link of) the world here so we can reproduce the issue.

looking into it I guess the server was originally running on a spigot server. looks like it is caused by that.

A little update on this issue. I was also running a 1.13.2 Spigot server too, when this bug occured. Whilst we were on the Vanilla jar the Nether was reset, BUT when I switched over to a Spigot 1.14 (BETA) the Nether RETURNED to what it was before. I did not change the world or anything. It just appeared again.

Ah, alright then. Spigot separates all three vanilla dimensions into three separate worlds. That save file format is incompatible with vanilla.

I play on a small Minecraft server that I believe to be a Spigot Server on 1.17.1, and when the new 1.18 update came out, the server updated to be vanilla 1.18 the same day. Now the Nether and End are gone and re-rendered as if new. Lava streams are just starting to fall from the roof so they are all newly rendered chunks. What was your solution to this?
