Copying a command block with its NBT tags does not copy whether it's conditional or unconditional, placing a copied command block with nbt tags makes it default to unconditional

This is a duplicate, the main report is resolved as Won't Fix, so it's not changing deliberatepy, and there's no point updating it.
Yeah, this bug hasn't been fixed, it still occurs in 1.19.3, the most recent update (at least for chain command blocks)
