Error for joining servers

So, on the two versions I listed (1.12.2 and 1.14) it won't let me join a plethora of servers due to this (??): io.netty.AbstractChannel$AnnotatedConnectException: Connection refused: no further information

Just why?

Environment

-Windows 10

-Forge 1.12.2 and Download 1.14

-Servers (mainly beanblockz)
