[MC-149762] Pillagers randomly spawning!

Even thought we are not near a pillager out post or village but still have pillagers randomly spawning near player(srry on mobile txting)problem on pc java

I can confirm that for 1.14 (not realms), since I found a group of pillagers in my game spawning in the midst of the ocean.

pls update the bot also i have just learned about the illager patrols like 3 hrs ago how ever can you haelp me update it cause it goes with the bug more of they are spawn ONLY near players but also too frequently like 1 every 15 mins its stupid, sometimes spawning IN THE HOUSE!

I can confirm this is an issue, they appear way too frecuently and can spawn inside houses regardless of lighting
