In 1.13 and below, you could use W to "push" a minecart you're riding forwards. On 1.14, however, trying to "push" off of unpowered golden rails onto normal rails doesn't work - the minecart gets "stuck" at the end of the powered rails and won't go any further, as if there's a solid object at the end of the row of unpowered golden rails where the rail is.

Holding W doesn't change anything. It's when holding down W that there is no movement off the end of the unpowered golden rail - there is no issue when using W to push along normal rails or powered golden rails (albeit it's much slower in 1.14 than it was under 1.13).
I have the same problem starting with 1.14. But instead of standing facing forward in the minecart, I find that if you stand sideways and press the forward button (W) it then moves off correctly. Does that work for you too? Doesn't solve the problem, but shows it's a glitch of some kind added to 1.14.
Same thing happens on Windows. You actually can move forward sometimes if you press W over and over again, but not always. Maybe I was turning slightly sideways when I succeeded (what Yuma suggested)...
To update in response to TorteShui's comment, this kind of works - The basic functionality is still broken, but occasionally if I'm holding down W and flailing the mouse around a lot, the minecart will start moving. There doesn't appear to be a particular direction that will cause the minecart to start moving if I'm facing towards it. Flailing only works every so often and it's really annoying to have to do that when the previous behaviour (face in direction want to go + W) worked perfectly every time.
Hmm, I do nothing so dramatic. Just pushing while off-angle works every time. Pushing while facing forward often locks. You then merely shift your angle to near-sideways and push off. Yeah, it's really annoying that this has changed, but now I'm used to the compromise it doesn't bother me so much. Like many of the Minecraft quibbles (inadvertently hopping upwards in doorways, say), you eventually just do what you need to do without thinking about it.
Doesn't happen to me maybe holding 'W' Key will help
