When I start Minecraft with the launcher the launcher crash gives me an error that I got from attached file. It is running Windows 10 Internet Explorer 11.437.17763.0 Java Version 1.8.0 21.

Not a bug. You need to update your video card drivers. If you have an nVidia card, go to the geforce website and input your cards info and it will give you the latest drivers. AMD drivers work the same way just go to the radeon website and download the latest driver version for your graphics card.
EDIT: For Nvidia, you need version 397.31 or later. For AMD you need Adrenalin 18.4.1. These are the oldest driver versions that support OpenGL 4.6 im pretty sure.

This laptop does not support openGL so I need to now how to change the openGl to DirectX 12 on Minecraft.

AFAIK, you can't run Minecraft with DirectX. Sorry! 😞
