When item stacks are transferred to chests via vertical hoppers they will split the items between the top and bottom chests instead of sending all to bottom.
How to Recreate:
1) Place chests & hoppers as in pictures.
2) Use Water streams and dispensers to transport large volumes of items to top hopper.
3) Watch the hoppers split the stack(s) between top and bottom chests.

I definitely don’t remember this happening before? I could always open the bottom chest and know all my items were in the bottom chest but, I definitely never had to open a top chest If the bottom wasn’t full ex) iron farms, skeleton farms, etc which drop multiple items on kill into a hopper would always put the items at the bottom and not split the stack
If a hopper (A) only has one item in it (which you can easily achieve by just having another hopper (B) on top of it and filling all items into that one), the hopper below (A) (which I'll call (C)) will always suck out the item first before (A) can put the item into the chest. As far as I know, this is how it always worked.
Yes, it's my bad for explaining it wrong. Try using a dropper into a water stream dispensing items. While hopper limit would always force items into a top chest when necessary, now it seems to happen too frequently and too evenly. The timing just seems off, like it's doing a push then pull pattern. I've had item filters fail to grab items as a result and things ending up in the wrong chests in cases where this didn't happen previously.

This is the same behavior as 1.13.2. If this only happens in 1.14 for you, please provide the exact setup you are using to reproduce this. Make sure to test it in 1.13.2 as well.
This works the same as in 1.13.2. Hoppers have a limited rate. If you throw a whole stack into the first hopper, it always split it up.
