[MC-150278] Red sand can't be used to make concrete powder

The bug

Red sand cannot be used as a replacement for sand in the recipes for concrete powder.

Quote from a "Block of the week article" from 2017:

In Mesa biomes, you'll find a variant of sand that's red and acts exactly like regular sand except that you can't use it to make concrete. Actually, that sounds like a bug. Maybe we should fix that.

To reproduce

Place four red sand, four gravel, and one dye in a crafting table

Observed behavior

No item is present in the output slot of the crafting table.

Expected behavior

Concrete powder would be present in the output slot of the crafting table; red sand would be able to be used in the recipes for concrete powder.

This is intentional. Red sand should not be made with concrete as of now, but please move this to the suggestion forum, this is not a bug. Duncan seems to be joking (or teasing a discussed suggestion on this).

I can confirm this in 1.18 Pre-release 5. Here are some extra details regarding this problem.

The Bug:

Red sand cannot be used to craft concrete powder.

Steps to Reproduce:

Place down a crafting table and obtain some dye of any color, sand, red sand, and gravel.
Use the recipe book to select the recipe for any color of concrete powder.
Replace the sand in the crafting grid with red sand.
Take note as to whether or not red sand can be used to craft concrete powder.

Observed Behavior:

Red sand cannot be used to craft concrete powder.

Expected Behavior:

Red sand would be able to be used to craft concrete powder.
