When I use the /spawnpoint command either in chat or via a command block it confirms it in chat by saying
Set spawn point to -4, 68, -13 for Frilioth
or whatever coords I enter
However, when I die it spawns me back at the world spawn with the message
Your home bed was missing or obstructed
even though it isn't

Several different kinds. Dirt, stone, grass, slab, air, water. It didn't matter where I set it I always got the same result
I did some testing, and found out if you set spawnpoint inside of any block, this will happen otherwise command should work. For example if you set spawnpoint on a block where you put ladders it won't work. If you put trapdoor above you (in a 2 block height room) it won't work. It will only work if you set spawnpoint on a block where is at least 2 only air blocks above that block.
edit: i did some more testing and found out that it doesn't happen for any block, it doesn't happen for setting spawnpoint on a block where are ladders, pressure plates, buttons, and probably some other blocks.

vines
all types of rails
torches
1 snow layer
banners
flowers
signs
Bug happens with:
trapdoors
doors
water
full block
slabs
if you set spawnpoint underground (inside a full block)
Lists are not full, there are probably more blocks that affect this bug.

I tried this while making parkour on a personal server w/ a command block and it gave me the same message. (1.15.2)
EDIT: okay it was a spawnpoint on a pressure plate i just set the spawn 1 block up and it worked
You're not supposed to be able to spawn inside of blocks. In OP's case there are only full blocks around. Please provide a repro case where /setblock doesn't work despite only full blocks being used.
I did some testing and /spawnpoint will work in creative but not in survivel and adventure and maybe hardcore.
