It looks like intended because if you compost something it doesn't make sense that composter is empty after that (because composter level 0 is empty).
Do you wear any piece of gold?
Is the server vanilla (without mods/plugins)?
Is that server (server.pro) vanilla without plugins?
Are you playing on a vanilla server (without plugins)?
Did you unlock that recipes, because you need to unlock them first?
It is not a bug, it's feature request.
