Music stops abruptly when changing gamemodes

This has been the case for a while like since I first learned about /gamemode but /gamemode would abruptly stop any music playing. WHY CAN'T I JUST USE /gamemode TO MAKE THE MUSIC THAT ONLY PLAYS IN CREATIVE TO PLAY IN SURVIVAL?
