I have the same problem here.
Graphics: (Intel UHD 620 KBL GT2)
OS: Mageia Linux 7
Java: openjdk version "1.8.0_252" (OS Provided)
Tonight I will try with my dual GPU notebook (Intel+nVidia) and report what happens.
Can confirm this here as well.
Also happens with clouds on fast. Setting clouds to off makes the previously drawn clouds stick to the screen.

This happens to me too. The clouds appear when set to Fancy, Fast and Off.
