I have the same problem here.

Tonight I will try with my dual GPU notebook (Intel+nVidia) and report what happens.
Can confirm this here as well.
Also happens with clouds on fast. Setting clouds to off makes the previously drawn clouds stick to the screen.

I tried with my dual GPU system, and these are the screenshot with the integrated graphics and with the nVidia one. Also disabling clouds with intel leave clouds behind that never move, but if you close the world AND the JVM you finally get no clouds.

Problems are drastically reduced fps as well as permanent clouds that cannot be removed without restarting the game completely. This occurs on both fancy and fast when switching to off. The clouds move with the cursor as I'm moving my camera around. The clouds are even visible in the void, nether, and end. This also occurs with custom dimensions made using the experimental world settings from worldgen.json. The clouds however do not show up through blocks like they do on the original report. I have not tested entities though.

No, just roll back whatever you changed. There are two bugs here: 1) On older hardware clouds render infront and 2) On all computers in the world: if you disable clouds they still render fixed to the camera!
What where you trying to improve with the clouds that broke everything in the first place?
Please stop breaking the game for no benefit!

@Marc: Snapshots are used my Mojang Studios to test things like this. If you wish to play the game in a more stable way, please use the release versions (currently 1.15.2).

Obviously the hardware info was to diagnose if the issue was just for certain users, e.g. only Linux users, only Intel users, etc.
I wouldn't consider an RX 570 old hardware, yet I'm still having the same problem.
You can fix the clouds by turning clouds back on, looking straight down and disabling them again.
This bug is a real pain in abandoned mine shafts. You cannot see spiders above you because of the clouds.
