The bug
Even when clouds are turned off, they still are visible. They also do not move on the screen and stay at the same location even if you move the camera, and they show up in the Nether.
To reproduce
Turn on Clouds
Let any world load for at least a moment
Turn off clouds
→ ❌ Clouds are now permanently stuck in one position, even when leaving and entering a world.

What's your graphics card?

Definitely some weird behaviour when clouds are turned off.
GTX 1060 6GB here.
Okay, then it probably doesn't depend on the graphics card, I though that perhaps this issue might only affect some low-end cards,
Can also confirm on AMD Radeon R9 380 Series
Can confirm on Radeon R7 370.
The cloud image depends on how you are looking at clouds. If you go inside one and then turn it off, this will be the case.

Clouds render through blocks for me and do also the same behaviour as described above.
Since I saw someone triggered this with the nouveau driver, I'll chime in to say that this bug does not appear for me when using the official NVIDIA driver, in case that's relevant.
After update NVIDIA drivers clouds stuck too...
Yes i also have this bug.
I updated the nvidia drivers and I restarted the game several times but there I still have it.
Fixed For 1.16 Pre-Release 1
