[MC-186171] Clouds Bug

when setting clouds to OFF the clouds don't disappear and orient like how the player is looking.

Environment

Windows 10 64-bit
Intel i7 8th Gen
8GB RAM
256GB SSD
Java 1.8.0_241 64-Bit
