[MC-150417] Some items get stuck in soul sand when there is liquid above the soul sand

Originally used a 1x1 elevator for a kelp farm but found my kelp was getting stuck, so expanded to a 2x3. Some kelp goes up but a lot gets stuck at the bottom, roughly 50/50.

Was able to confirm with elevator going straight up. If a shaft was set at the top heading sideways then there was no problem. Could not see bubbles through glass, however (as is possible from the screenshot provided in this report).

This also applies to netherite not floating up when there is lava above the soul sand.

i have this issue on my server, if netherite tools or armor are dropped into lava and there is soul sand at the bottom, they wont float back to the top. My server is java edition 1.16.1
